Testimony on SB 1511 (FSER Non-Emergency Services) 4.9.25
TAHP is neutral on CSSSB 1511 following collaboration with the bill author to address significant concerns present in the original version. While we support efforts to expand access to care, freestanding emergency rooms (FSERs) have a documented history of abusive billing practices, including extreme price gouging and misleading advertising. The committee substitute incorporates changes that begin to mitigate these risks, though we continue to urge caution and the inclusion of strong safeguards—such as protections against surprise billing and clearer enforcement of cost-sharing laws—to prevent further abuse and ensure patients are protected.
