Testimony Opposing SB 1380 (Ban on PAs for Several Services) 4.9.25

TAHP opposes Senate Bill 1380, which would prohibit prior authorization (PA) for broad categories of care—including oncology and preventive services—regardless of clinical complexity or cost. While we agree that some services like emergency care may be appropriate for exemption, SB 1380 undermines Texas’ existing gold carding framework and removes vital safeguards that ensure safe, coordinated, and cost-effective care. The bill could inadvertently exempt providers with a pattern of overuse or inappropriate treatment, potentially harming patients and driving up costs for families and employers.
