Testimony Opposing HB 712 (Prostate Cancer Test Mandate) 4.9.25

TAHP opposes House Bill 712, which mandates no-cost PSA tests despite conflicting with current federal guidelines from the U.S. Preventive Services Task Force (USPSTF). This mandate bypasses the evidence-based review process that protects patients from unnecessary procedures and overdiagnosis. The bill would not only remove cost-sharing, but also restrict health plans from incorporating these costs into premiums—a likely drafting error that could undermine insurance pricing. We urge the Legislature to align with the USPSTF’s ongoing review and avoid premature mandates that risk doing more harm than good.
