Testimony Opposing HB 3812 (TMB Prior Authorization Overreach) 4.9.25
TAHP opposes House Bill 3812, which would fundamentally dismantle the system of prior authorization (PA) in Texas. While we support expanded “gold carding” for physicians, HB 3812 goes far beyond streamlining—it redefines utilization review as the “practice of medicine,” places PA oversight under the Texas Medical Board (TMB), and bans administrative medical licenses relied on by plan physicians. These sweeping changes would jeopardize patient safety, increase fraud and unnecessary care, and make it nearly impossible for plans to administer PA—ultimately driving up costs for employers and families across Texas.
