Testimony Opposing HB 2750 (Drug Coverage Carve-Out Mandate) 4.8.25

TAHP opposes House Bill 2750, which would force fully insured health plans to separate pharmacy benefit management from the rest of their coverage—a mandate that is not only unworkable, but structurally impossible. The bill directly contradicts how fully insured plans are designed and priced, threatening to destabilize the market. If implemented, it would force carriers to raise premiums or exit the market entirely—especially in rural areas where only two carriers currently remain. Rather than enhancing consumer choice, HB 2750 would eliminate affordable coverage options for thousands of small businesses and families.
