Testimony on SB 547 (PA Gold Carding Reporting Mandate) 4.9.25

TAHP is neutral on Senate Bill 547, which would create a centralized database for tracking prior authorization (PA) exemptions or “gold cards.” While we support efforts to streamline the goldcarding program, this bill adds an additional reporting layer without removing existing notice requirements—resulting in redundant administrative burdens. We encourage the Legislature to consolidate gold card communication into a single, TDI-managed database, which would reduce paperwork, cut costs, and improve clarity for providers.
