Testimony on SB 1642 (Insurance Commissioner Panel Structure) 5.19.25

TAHP opposes Senate Bill 1642, which would replace Texas’ single Insurance Commissioner with a three-member commission. While intended to broaden expertise, this shift would create unnecessary bureaucracy, slow the Department’s ability to respond to market disruptions, and introduce potential conflicts of interest—especially given the bill’s inclusion of regulated professionals like physicians and health care administrators. The current single-commissioner model provides needed accountability and responsiveness, and SB 1642 risks weakening regulatory neutrality at a time when consistency and consumer trust are paramount.
