TAHP supports House Bill 4603, which closes a loophole in Texas’s surprise billing mediation process by imposing a 90-day filing deadline for facilities—aligning their timeline with the existing one for physicians. Currently, some facilities exploit the absence of a deadline by batch-filing outdated claims, driving up administrative costs and premiums. HB 4603 restores balance to the dispute resolution system and includes a 120-day grace period for pending claims, ensuring a fair transition for providers and plans.
