Testimony on HB 3151 (Expedited Credentialing for FQHCs) 4.8.25

TAHP is neutral on House Bill 3151, which proposes expedited credentialing for Federally Qualified Health Centers (FQHCs) and their providers. While we support improving access, we recommend narrowing the scope to ensure expedited credentialing only applies when MCOs are not already leveraging flexibility to pay FQHCs during standard credentialing. Additionally, we caution against applying expedited credentialing to facilities, especially in the commercial market, where credentialing is typically handled through contracting. Targeted changes would preserve administrative efficiency while supporting access to care.
