Testimony in Support of SB 2544 (90-Day Mediation Filing Limit) 4.15.25

TAHP supports Senate Bill 2544, which closes a loophole in Texas’s surprise billing mediation process by requiring facilities to file claims within 90 days—aligning them with the timeline already applied to physicians. Without this fix, some freestanding ERs have exploited the system by batch-filing outdated claims years after services were rendered, driving up administrative costs and premiums. SB 2544 brings predictability to the process, prevents abuse, and includes a reasonable grace period for pending claims.
