With over 29 states already requiring fiscal analyses for coverage mandates, HB 138 would bring Texas in line by using the state’s All-Payer Claims Database to inform lawmakers about how mandates may impact premiums. The bill ensures policymakers can weigh affordability alongside access and quality—without adding cost to the state budget.
