Testimony in Opposition to SB 2744 (AI Cardiovascular Screening Mandate) 4.30.25

TAHP opposes Senate Bill 2744, which would mandate coverage and a fixed minimum payment for a new artificial intelligence-based cardiovascular screening that lacks strong scientific evidence for routine use in asymptomatic patients. This bill sets a dangerous precedent by requiring employer health plans to cover an emerging, high-cost technology before it has been fully validated by the U.S. Preventive Services Task Force. SB 2744 also imposes a $2,000 minimum reimbursement rate—double Medicare’s typical payment—further driving up costs for employers and families in an already unaffordable health care landscape.
