TAHP opposes Senate Bill 2450, which mandates outdated fee-for-service payment rates for vision care in Medicaid managed care, imposes an any-willing-provider requirement, and blocks essential fraud detection tools. These changes would dismantle key elements of Texas’ successful Medicaid managed care model—raising taxpayer costs by millions annually without improving quality or access. SB 2450 reverses decades of Medicaid progress, increases administrative burden, and weakens protections against fraud, waste, and abuse.
