Testimony in Opposition to HB 3695 (Physical Therapy Copay Mandate) 4.30.25

TAHP opposes House Bill 3695, which mandates that physical therapy copays match primary care copays. Evidence from other states shows that tying specialty copays to primary care levels forces plans to raise primary care costs, disrupts benefit designs, and ultimately reduces affordability and access. HB 3695 would undermine carefully balanced employer health plan options while exempting state employee plans, placing new burdens solely on private-sector families and businesses. We urge the Committee to reject this costly mandate.
