TAHP Testimony in Support of SB 916 (Ambulance Surprise Billing) 3-5-25
TAHP supports Senate Bill 916, which extends critical protections against surprise billing for ground ambulance services in state-regulated health plans. Ground ambulance rides remain a major gap in state and federal surprise billing laws, with nearly 60% of rides out-of-network and one in four resulting in unexpected bills. SB 916 renews Texas’ temporary protections for two more years while Congress works toward a national fix. The bill reflects a successful collaboration between insurers, EMS providers, and patient advocates, demonstrating that practical reforms are possible when stakeholders unite around shared goals.
