HB 3695 Oppose One-Pager – Capping PT Copays to Primary Care Rates Raises Costs and Harms Access
TAHP opposes House Bill 3695, which would artificially cap physical therapy copays at the same level as primary care—forcing health plans to raise primary care copays and setting a dangerous precedent for other specialties. Evidence from Maryland, New Hampshire, and Vermont shows that similar mandates raise overall costs, reduce flexibility, and undermine the affordability of primary care. Texas should prioritize keeping primary care affordable, not distort plan design with one-size-fits-all mandates.
