These innovative models improve patient outcomes, reduce costs, and help strengthen Texas’s primary care system—yet outdated state laws currently block most PPOs from using them. HB 2254 removes these barriers, bringing Texas in line with Medicare, Medicaid, and ERISA plans that already support value-based care.
